English Definition
A structured evaluation framework that compares a project's alternative design, procurement and implementation options along cost and benefit lines to target the lowest life-cycle cost. Systems of this kind institutionalise the logic of value engineering and least-cost analysis, basing the decision not on initial capital outlay alone but on the present value of operating and maintenance costs over the asset's life. Because the cheapest construction solution frequently carries the highest whole-life cost, this evaluation feeds directly into the debt-service projections lenders rely on.
