Bir projenin değerlendirilmesini ve maliyet yapısının optimize edilmesini bütünleşik bir çerçevede birleştiren, yapılandırılmış bir değerlendirme ve karar-destek sistemidir. Amacı, seçenekleri karşılaştırırken hem beklenen faydayı hem de maliyet etkinliğini sistematik olarak tartmak ve kaynak tahsisini bu iki eksende dengelemektir. English Definition
An integrated, structured evaluation and decision-support system that combines the appraisal of a project with the optimization of its cost structure within a single framework. Its aim is to weigh both expected benefit and cost-effectiveness systematically when comparing options, and to balance resource allocation across these two axes. The practical value of such systematized approaches lies less in the precision of the output than in the discipline it imposes on assumptions; indeed, cost-optimization models serve less to dictate a single best solution than to make visible how sensitive the decision-maker is to each variable, thereby establishing the ground for negotiation and prioritization.
