English Definition
The person responsible end to end for a project meeting its scope, budget, and schedule targets, orchestrating coordination across the contractor, consultant, and financier streams. The real burden of the role lies in the asymmetry between authority and accountability, since the project manager is typically held accountable for outcomes without direct hierarchical power over the counterparties who produce the delay. An experienced project manager closes that gap through contractual leverage and reporting discipline, because where formal authority is absent, earned credibility and the transparency of each counterparty's commitment record become the only mechanism that actually functions.
