English Definition
A party that independently verifies the physical and financial progress of a project on behalf of lenders, often acting in the capacity of independent engineer. The critical value of the role is confirming that work progress has genuinely occurred before disbursement requests are released, thereby narrowing the information asymmetry between lender and borrower. An experienced monitor, rather than signing off the contractor's progress reports as presented, independently measures the divergence between spend and physical realization, since the monitor's signature is the effective trigger for the lender's advance approval and simultaneously exposes the monitor to professional liability for certifying it.
