English Definition
A specialized unit that regularly tracks and reports on the progress, compliance, and risk status of the projects in an institution's portfolio. Its difference from an implementation unit is that it is responsible not for executing the project but for auditing that execution with an independent eye, a separation that reduces the conflict of interest created when delivery and oversight sit in the same hands. Operating at portfolio level, this unit surfaces concentration risk by detecting early the simultaneous deterioration of projects carrying similar risk, rather than a single project — a systemic signal that project-by-project monitoring cannot catch.
