Bir projenin fiziksel olarak inşa edileceği ve işletileceği arazi ya da mekândır; mülkiyet, kullanım hakkı, imar durumu ve erişim koşulları bakımından tanımlanmış bir hukuki-fiziksel varlıktır. Kredi verenler açısından saha, teknik uygunluktan önce saha kontrolü (site control) sorusudur; zira mülkiyet ya da uzun vadeli kira hakkı temiz biçimde tesis edilmemişse, proje finanse edilebilir olmaktan çıkar. Uygulamada en sık gözlenen sürtünme, arazi üzerindeki geçit hakkı, servitüt ya da üçüncü taraf taleplerinin kapanış öncesinde temizlenememesidir, ki bu tek başına finansal kapanışı geciktirebilir.
English Definition
The land or location where a project will physically be built and operated, a defined legal-physical asset in terms of ownership, use rights, zoning status, and access conditions. For lenders the site is, before any question of technical suitability, a question of site control, since if ownership or a long-term lease right has not been cleanly established, the project ceases to be financeable. In practice the most frequently observed friction is the failure to clear rights of way, easements, or third-party claims over the land before close, which alone can delay financial close and reopen the condition-precedent schedule.
