Bir mevzuat, bütçe kararı ya da sözleşme hükmüyle kısıntı, mahsup ya da geri alma dışında tutulan, dolayısıyla önceliği güvence altına alınmış harcama kalemidir. Kamu bütçelerinde belirli hizmet başlıklarının tasarruf tedbirlerinden muaf tutulması, üretim paylaşım sözleşmelerinde ise belirli maliyetlerin cost recovery havuzunda korunması bu kavramın tipik uygulamalarıdır. Proje finansmanında koruma statüsü, kredi verenin talep ettiği asgari işletme ve bakım bütçesinin sponsor tarafından tek taraflı kısılamamasını sağlayan covenant'larla kurulur; nitekim rezerv hesabı beslemesi ile korunan harcama ayrımı, nakit şelalesinde önceliğin nerede oturduğunu belirler.
English Definition
An outlay that legislation, a budget resolution, or a contractual term shields from reduction, disallowance, or recovery, thereby securing its priority against competing claims on available cash. It appears where public budgets exempt designated service lines from austerity measures, or where production-sharing agreements protect certain costs within the cost-recovery pool. In a project financing, protected status is engineered through covenants that prevent a sponsor from unilaterally cutting the minimum operating and maintenance budget lenders require; the boundary between a protected expenditure and a discretionary one effectively fixes where priority sits in the cash waterfall.
