English Definition
The aggregate of debt obligations incurred by central government, local authorities and public bodies in domestic and external markets. Its connection to project finance runs two ways: the state's borrowing cost and bond supply set a reference yield curve and an implicit ceiling for every other instrument in the country, while the guarantees and minimum-revenue undertakings embedded in public-private structures accumulate as contingent public liabilities even where they do not appear on the budget. Experienced debt managers know that adding these contingent exposures to the headline debt stock quietly affects the sovereign rating, and thus the price of project debt itself.
