Proje finansmanında bu tür kuruluşlar çoğu kez alım garantisi veren taraf ya da proje sponsoru olarak karşımıza çıkar; enerji satın alma anlaşmalarında karşı tarafın bir kamu iktisadi teşebbüsü olması, ödeme yükümlülüğünün ardında zımnî bir devlet desteği bulunup bulunmadığı sorusunu doğurur. Kredi verenlerin dikkatle ayırdığı nokta şudur: teşebbüsün yükümlülüğü resmî bir devlet garantisiyle desteklenmedikçe, kredi değerlendirmesi teşebbüsün kendi bilançosu ve tarife tahsilat performansı üzerinden yapılmalı, devletin örtük desteği fiyatlanmamalıdır.
English Definition
An economic entity whose capital or controlling stake is publicly owned but which is run on commercial lines to produce goods or services. In project finance such entities frequently appear as the off-taker or as project sponsor, and where the counterparty to a power purchase agreement is a public enterprise, the question arises whether an implicit sovereign backing stands behind its payment obligation. The point lenders separate carefully is this: unless the entity's obligation is supported by an express state guarantee, the credit assessment must rest on the enterprise's own balance sheet and tariff-collection record, and the state's implied support should not be priced in.
