English Definition
A structured communication programme that, from a project's planning through its operation, maintains a regular and documented flow of information to affected communities and the public about the project's nature, impacts and grievance channels. Under the environmental and social standards of development finance institutions this programme is often written into the loan agreement as a covenant and monitored through reporting discipline. Experienced sponsors treat it not as a compliance formality but as the operational instrument for managing local opposition, and hence permitting and schedule risk, during construction; a well-run information and grievance mechanism makes it likelier that a dispute is resolved before it reaches the courts.
