Kamu kurum ve kuruluşlarının mal, hizmet ve yapım işlerini, rekabet, şeffaflık ve eşit muamele ilkeleri çerçevesinde düzenlenmiş usullerle temin etmesidir. Proje finansmanıyla en yoğun kesişimi kamu-özel işbirliği projelerinde görülür: imtiyaz, yap-işlet-devret ya da kullanılabilirlik ödemeli bir PPP'nin özel tarafı çoğu zaman bir kamu ihale süreciyle seçilir, ve finansman yapısının bütünü bu sürecin sonucuna bağlıdır. English Definition
The acquisition by public bodies of goods, services and works through procedures framed by the principles of competition, transparency and equal treatment. Its most intense intersection with project finance is in public-private partnership projects: the private party to a concession, build-operate-transfer or availability-based PPP is usually selected through a public procurement process, and the whole financing structure depends on that process's outcome. What lenders watch most closely is the challenge-and-standstill period that many jurisdictions prescribe against the award decision; the contract cannot be signed before that period expires or a challenge is resolved, so the financial-close timetable is built around this procedural window.
