Kamu sektörü tarafından, kamusal bir ihtiyacı karşılamak üzere geliştirilen ve çoğu zaman kamu bütçesinden ya da kamu-özel işbirliği yapılarından finanse edilen yatırımdır; yol, hastane, okul, su ve enerji altyapısı tipik örnekleridir. Finansman açısından belirleyici tercih, projenin doğrudan kamu bütçesinden mi yoksa özel sermayeyle bir PPP yapısında mı gerçekleştirileceğidir; bu tercih yalnızca kimin finanse ettiğini değil, riskin hangi tarafta taşınacağını da belirler. Deneyimli danışmanlar, PPP yapısının bilanço dışı görünmesinin çoğu zaman aldatıcı olduğunu bilir; devletin verdiği kullanılabilirlik ödemesi taahhüdü ya da asgari gelir garantisi, muhasebede görünmese de koşullu bir kamu yükümlülüğü olarak birikir.
English Definition
An investment developed by the public sector to meet a public need, and financed most often from the public budget or through public-private structures; roads, hospitals, schools, water and energy infrastructure are the typical cases. The decisive financing choice is whether the project is delivered directly from the public budget (on balance sheet) or with private capital in a PPP structure (often off balance sheet), a choice that determines not only who funds it but on which side the risk is carried. Experienced advisers know the off-balance-sheet appearance of a PPP is often deceptive, since the availability payment or minimum-revenue guarantee the state gives accumulates as a contingent public obligation even where it does not show in the accounts.
