English Definition
A category of bond, notably in the US municipal market, whose issue proceeds are dedicated to a public purpose such as schools, roads, water and wastewater or public buildings, and whose interest is for that reason exempt from federal (and often state) tax. The tax exemption lets investors accept a lower nominal yield and thus markedly lowers the issuer's borrowing cost, which is the core leverage of public-purpose finance. The critical distinction is that if the proceeds benefit a private user above a defined threshold the bond may be treated as a private-activity bond and lose its exemption, so in public-private infrastructure deals the bond's structure is carefully engineered against the private-use tests.
