English Definition
The public telecommunications infrastructure based on traditional circuit-switched technology that has carried fixed-line telephony worldwide. For project finance the PSTN now represents not a growing but a mature, indeed declining, asset class; the migration of fixed-line traffic to mobile and IP-based networks makes this infrastructure a concrete case of classic stranded-asset risk. Those financing or acquiring such assets must price in the long-run erosion of revenue and confine the depreciation horizon to the commercial rather than the technological life; otherwise the book value carried on the balance sheet stays markedly above the asset's real cash-generating capacity.
