Kamu hizmeti işletmelerinin ürettiği ve dağıttığı somut hizmetlerdir; su temini ve arıtma, elektrik ve gaz dağıtımı, atık toplama gibi. Hizmetin kendisi, onu sunan tüzel yapıdan ayrı bir kavram olarak, temel niteliği ve sürekliliği gereğiyle tanımlanır. English Definition
The concrete services produced and distributed by public utilities, such as water supply and treatment, electricity and gas distribution and waste collection; the service itself is defined, as a concept separate from the entity that provides it, by its essential character and its continuity. The distinguishing feature of these services for project finance is that demand is relatively insensitive to price (inelastic) and usually generates a long-term, regulated revenue stream, a stability that suits the long-tenor amortization of infrastructure debt. Yet the "essential" character of the service also imposes a constraint: because of the duty of uninterrupted supply and social sensitivity, tariff increases often meet a political rather than a commercial ceiling, and that ceiling is the weakest link in the revenue model.
