The senior executive who directs an organization's procurement function, responsible for supplier selection, contract negotiation, and spend control. In capital-intensive projects the weight of this role stems from equipment and service purchases forming the majority of total project cost; how the purchasing director manages supplier payment terms, advance ratios, and cancellation conditions directly shapes the construction-phase cash curve and thus the working-capital requirement. When assessing the robustness of a procurement strategy, the lender's engineer often reads the discipline of this function as a critical indicator of execution capability.
