The procedural and documentary conditions that tie qualification criteria to concrete, verifiable evidence, defining the financial statements, completion certificates, guarantees and declarations a bidder must produce. The formal dimension frequently carries as much weight as the substantive one; in large infrastructure tenders bids are often eliminated not for technical inadequacy but because a guarantee's validity period or a signature authority was improperly presented. Such formal rejections can push the financial-close timetable back by weeks.
