Belirli bir hesaplama, muhasebelestirme ya da duzenleyici cerceve acisindan tanimli bir muameleye dahil edilmeye uygun sayilan ucret ve komisyonlardir; ornegin efektif faiz orani hesabinda kredinin getirisine yayilan ya da belirli bir gider tavanina sayilan kalemler. Hangi ucretlerin nitelikli oldugu gorundugunden daha belirleyicidir; nitekim proje kredilerinde upfront fee, commitment fee ve agency fee'nin efektif maliyete dahil edilip edilmemesi, ilan edilen marj ile borclunun fiilen tasidigi all-in maliyet arasinda gozle gorulur bir fark yaratir.

Fees and commissions deemed eligible for inclusion in a defined treatment under a particular calculation, accounting or regulatory framework, for instance items spread into a loan's yield in the effective-interest computation or counted toward a specified expense cap. Which fees qualify is more decisive than it appears; in project loans whether the upfront, commitment and agency fees enter the effective cost produces a visible gap between the headline margin and the all-in cost the borrower actually carries.
