Bir urunun, hizmetin ya da surecin tanimli bir standarda uygunlugunu belgeleyen ve genellikle bagimsiz bir sertifikasyon kurulusunca verilen resmi isaret ya da damgadir. Muhrun tasidigi guvenin gercek degeri, onu veren kurulusun bagimsizligina ve akreditasyon zincirine baglidir; nitekim proje finansmaninda ekipman tedarikcisinin sundugu bir kalite muhru, sertifikasyonu veren kurulusun kredi verenlerce taninan bir listede yer almasi halinde teminat degerlendirmesinde agirlik tasir, aksi halde yalnizca pazarlama beyani sayilir.
English Definition
An official mark or stamp, usually granted by an independent certification body, attesting that a product, service or process conforms to a defined standard. The real value of the confidence it conveys depends on the independence of the issuing body and its accreditation chain; in project finance a quality seal presented by an equipment supplier carries weight in collateral assessment only where the certifying body appears on a list the lenders recognise, and is otherwise treated as no more than a marketing claim.
