English Definition
A formal clarification mechanism through which bidders submit written questions on ambiguities in the tender documents or information memorandum, and the authority or seller circulates its answers to all participants simultaneously. Because responses are served on every bidder at once rather than only the questioner, the process preserves competitive parity while creating a written record of how the contract is to be read. In project financings that record frequently becomes the primary evidence of the parties' intent when a dispute surfaces after close.
