English Definition
A quantitative limit placed on the production, import or export of a good, or on the use of a resource, that regulates volume directly rather than through the price mechanism and typically serves as an instrument of trade policy or supply management. A quota's economic effect turns on who captures the scarcity rent it creates, since in import quotas that rent accrues to whoever holds the allocation licence. In resource-intensive projects the right of access to a production or export quota frequently becomes a revenue lever valuable in its own right, separable from the project's physical assets.
