English Definition
A regulatory structure in which quotas are administered not in isolation but within an organised framework of allocation, transfer and enforcement rules, defining who holds how much entitlement, on what criterion and under what transferability condition. The system's critical design choice is whether the allocated quota is transferable, since transferable quotas create a secondary market that channels the entitlement to whoever will use it most efficiently, while non-transferable allocations remain locked with the original holder. That distinction bears directly on the bankability of a quota-based project.
