English Definition
An independent institution that assesses the credit quality of borrowers and securities and assigns a letter grade, access to the international bond market depending in large part on such an institution's opinion. In project finance the rating process involves a negotiation spread over the months before issuance, during which the sponsor may redesign specific features of the structure, such as reserve accounts, the covenant package, or the tenor of the revenue contract, to earn a notch. This shows the rating to be not a passive diagnosis but an actively engineered outcome.
