English Definition
A bond issued to retire an existing series at maturity or upon an early call, with its proceeds dedicated to that redemption. In infrastructure and municipal finance the instrument is used either to lower interest cost or to escape restrictive provisions in the old issue, with the use of proceeds stated explicitly as refunding in the offering document. The critical detail is that the new bond's rating often draws on the safety of government securities placed in escrow; in an advance refunding the old bonds effectively become collateralized, so the rating can rise, which improves the economics of the transaction.
