English Definition
The country to which an international loan, grant, development aid, or direct investment is ultimately directed, standing — in the development-finance literature — opposite the donor or DFI providing the funds. The recipient country's sovereign risk profile, its currency-transfer and convertibility regime, and its expropriation history can determine a project's financeability far more than the quality of the sponsor. In cross-border project finance, distributing those risks through political risk insurance and DFI multilateral guarantee structures is frequently the very lever that pulls the cost of capital down.
