English Definition
An undertaking whose monopoly position in a market — whether legal or de facto — is expressly acknowledged by the relevant authority and, most often, made subject to regulation, appearing in sectors where competition is constrained by natural-monopoly characteristics or a state concession. Such recognition brings not pricing freedom but rather constraints: tariff approval, a service obligation, and a cap on returns. In financing infrastructure projects such as energy grids, water, and pipelines, this regulated-monopoly structure is the fundamental lever that raises long-term debt capacity by improving revenue predictability.
