Kayıtlı işsizliğin, kayıt dışı istihdamın yaygın olduğu ekonomilerde gerçek atıl işgücünü sistematik biçimde olduğundan az göstermesi, makro göstergeye dayanan talep projeksiyonlarını yanıltabilir. English Definition
The level of unemployment reflected in official registers — typically through unemployment-benefit claims or labour-office registration — a figure distinct from, and usually lower than, survey-based measures. Because recorded unemployment systematically understates true idle labour in economies with widespread informal employment, demand projections built on the macro indicator can mislead. In capital projects with a labour-intensive construction phase, local labour supply being more abundant than the official figure suggests is a regional lever that can pull labour-cost assumptions downward.
