English Definition
The officer who carries out the business development, relationship management, and local oversight function of a financing institution, development bank, or fund within a defined geography. In project finance this is not a merely ceremonial role; the regional representative effectively performs the screening before a transaction ever reaches the central credit committee and conveys local political, regulatory, and counterparty intelligence back to the institution. The practical reality for a sponsor is that a project's financeability is often decided in this representative's informal assessment before the formal application file exists, which makes early contact the unseen but decisive first gate of the credit process.
