English Definition
The aggregate of official duties, stamp taxes, and administrative fees paid on registering a right, security, or legal entity. In project finance this item is often treated as minor, yet on creating a mortgage or pledge the registration charge, computed as a fraction of a percent or a per-mille of the secured amount, can become a material upfront cost in large transactions. The critical detail is that in many jurisdictions these charges are levied on the amount for which the security is created; lenders therefore try to optimize the cost by creating the mortgage over a lower security cap rather than the full loan principal, though this carries the risk of narrowing security coverage.
