Bir tescil işleminin yapılması karşılığında ilgili sicile ya da düzenleyici otoriteye ödenen tek seferlik ücrettir; menkul kıymet ihraçlarında bu, izahnamenin ve ihracın otorite nezdinde kaydı için ödenen dosyalama ücretini de kapsar. Proje ve altyapı finansmanında bu ücret, ihraç maliyetinin (issuance cost) görünür kalemlerinden biridir ve çoğu zaman ihraç tutarına oranla hesaplandığından, ihracın büyüklüğüyle doğru orantılı artar. English Definition
A one-off fee paid to the relevant registry or regulator in return for carrying out a registration act; in securities issues it also covers the filing fee for registering the prospectus and the offering. In project and infrastructure finance this fee is one of the visible components of issuance cost and, being often computed in proportion to the issue amount, rises with the size of the offering. The critical detail is its accounting treatment; the fee is generally not expensed at once but folded into the effective interest rate and amortized over the term, so it affects the effective cost across the whole tenor rather than in the first year.
