Bir projenin ya da işlemin, öngörülen koşulların olağan seyri içinde ve planlanan takvime uygun biçimde tamamlanmasını ifade eder; hızlandırılmış, kısmi ya da varsayılan (deemed) tamamlanma hâllerinden ayrılır. Proje finansmanında completion salt fiziksel bir bitiş değil, teknik performans testlerinin geçildiği ve belirli finansal oranların sağlandığı çok katmanlı bir eşiktir; bu eşik aşıldığında proje inşa rejiminden işletme rejimine geçer. Kritik sonuç, tamamlanmanın sponsorun completion garantisini sona erdirmesidir; bu ana kadar kredi verenler sponsorun tam desteğine (recourse) dayanırken, olağan tamamlanmanın tescili ile borç fiilen projenin nakit akışına dayanan geri dönülemez (non-recourse) yapıya dönüşür, dolayısıyla tamamlanma tanımının müzakeresi teminat mimarisinin en çetin kalemlerindendir.
English Definition
The completion of a project in the ordinary course of the anticipated conditions and in line with the planned timetable; it is distinguished from accelerated, partial, or deemed completion. In project finance completion is not a mere physical finish but a multi-layered threshold at which technical performance tests are passed and specified financial ratios are met, and crossing it moves the project from the construction regime to the operating regime. The critical consequence is that completion ends the sponsor's completion guarantee; until this point lenders rely on full recourse, whereas with regular completion the debt converts into the non-recourse structure resting on the project's cash flow, which makes the completion definition one of the toughest items of security architecture.
