English Definition
The integrated legal ground on which a project operates, formed by the confluence of statutes, regulations, the permitting regime, contract law, and dispute-resolution mechanisms. In cross-border financing the robustness of this framework is tied directly to the choice of governing law and arbitral seat; where local courts are unpredictable, lenders commonly impose English law and a neutral arbitration forum. The weakest link in the framework is typically the enforceability of security, since whether mortgages and pledges can actually be realized under local law matters far more than the text on paper.
