Bir yatırımın içinde bulunduğu düzenleyici kuralların, otorite pratiklerinin ve politika yöneliminin oluşturduğu genel iklimdir; istikrarlı, öngörülebilir bir ortamdan istikrarsız, sık değişen bir ortama uzanan bir yelpazede değerlendirilir. Uzun vadeli proje borcunun fiyatlanmasında bu ortamın öngörülebilirliği, projenin teknik fizibilitesi kadar belirleyicidir; teşvik rejiminin geriye dönük değiştirilmesi riski, tek başına sermaye maliyetini birkaç puan yükseltebilir. English Definition
The overall climate formed by the regulatory rules, authority practices, and policy orientation within which an investment sits, assessed on a spectrum from a stable, predictable setting to a volatile, frequently shifting one. In pricing long-tenor project debt, the predictability of this environment is as decisive as the project's technical feasibility; the risk of retroactive changes to an incentive regime can by itself add several points to the cost of capital. Experienced sponsors prefer to cap this exposure through stabilization clauses agreed with the host state or through sovereign guarantees.
