Proje finansmanında çerçevenin olgunluğu, yatırımın öngörülebilirliğini doğrudan belirler; yeni kurulmuş ya da sık revize edilen bir çerçeve, geliştiricinin izin ve tarife varsayımlarını sürekli yeniden test etmesini gerektirir. Kreditörler çerçeveyi en çok, teşvik ve destek mekanizmalarının süresi ile geçiş hükümlerinin açıklığı noktasında sorgular, zira gelir modelinin dayanağı çoğunlukla burada saklıdır.
English Definition
The structural order formed by the regulatory rules, licensing regimes, and authority powers governing a sector; a narrower, administration-focused subset of the legal framework. In project finance the maturity of the framework directly determines an investment's predictability, since a newly established or frequently revised framework forces the developer to keep re-testing its permitting and tariff assumptions. Lenders scrutinize the framework most closely at the duration of incentive and support mechanisms and the clarity of transitional provisions, because the anchor of the revenue model is often hidden precisely there.
