Bu kalemlerin faturalandırma ritmi nakit akışı açısından önemsiz görünse de, büyük mühendislik ve danışmanlık işlerinde sağlayıcının işletme sermayesini gözle görülür biçimde bağlar; masraf ile tahsilat arasındaki gecikme, fiilen müşteriye verilen faizsiz bir finansmandır. Proje finansmanında bu kalemlerin belgelendirme standardı, denetim ve maliyet doğrulama süreçlerinde sıkça anlaşmazlık kaynağıdır.
English Definition
The collective name for the expense items, separate from the fee, that a service provider first incurs and later collects from the client under a contract; the settled shorthand in practice for reimbursable expenses. Although the billing rhythm of these items may look immaterial to cash flow, on large engineering and advisory engagements it visibly ties up the provider's working capital, since the lag between incurring and collecting is effectively an interest-free financing extended to the client. In project finance the documentation standard for these items is a frequent source of dispute in audit and cost-verification.
