Sınır ötesi ve uzak sahalı projelerde bu ödenek, kilit teknik ve yönetim personelinin mobilizasyonunun gerçek maliyetini oluşturur ve proje bütçesinde çoğu zaman doğrudan işçilik değil, dolaylı gider (soft cost) kaleminde izlenir; vergi açısından ise ödeneğin ücret sayılıp sayılmayacağı yargı bölgesine göre değişir ve bu ayrım net maliyeti belirgin biçimde kaydırabilir.
English Definition
A cash or in-kind payment provided to cover the costs a worker incurs in moving to another location for work. On cross-border and remote-site projects this allowance forms the true cost of mobilising key technical and management staff, and it is usually tracked in the project budget as an indirect soft cost rather than as direct labour. Its tax treatment, whether the allowance is characterised as remuneration or reimbursement, varies by jurisdiction, and that distinction can shift the net cost materially between one financing and another.
