Bir alıcının ya da idarenin, belirli bir iş, tedarik ya da hizmet için istekli taraflardan yapılandırılmış teklif topladığı resmî davet belgesidir; kapsamı, değerlendirme kriterlerini ve sözleşme koşullarının çerçevesini ortaya koyar. Proje finansmanında RFP tasarımı yalnızca fiyatı değil, risk dağılımını da baştan çizer, zira teklif verenlerin fiyatladığı asıl şey RFP'nin yüklediği tamamlanma, performans ve ceza yükümlülükleridir. İyi kurgulanmış bir RFP, sonraki müzakerede idarenin pazarlık gücünü koruyan; kötü kurgulanmış olanı ise ilave taleplerle erozyona uğratan bir zemindir.
English Definition
A formal invitation through which a buyer or public authority solicits structured bids from interested parties for a defined work, supply, or service, setting out scope, evaluation criteria, and the framework of contract terms. In project finance the design of the RFP allocates risk, not merely price, from the outset, because what bidders actually price is the completion, performance, and penalty burden the RFP imposes. A well-constructed RFP preserves the authority's bargaining position through subsequent negotiation; a loose one lets bidders erode it later through claims and change orders.
