Bir proje ya da hizmet için nitelikli tedarikçilerin bağlayıcı teklif sunmaya davet edildiği; kapsam, teknik şartname ve değerlendirme ölçütlerini ortaya koyan resmi ihale belgesidir. Kamu altyapısı ve enerji projelerinde RFP, rekabetçi fiyatlamanın ve şeffaflığın sağlandığı temel mekanizmadır. Proje finansmanı açısından RFP'nin nasıl yazıldığı finanse edilebilirliği (bankability) doğrudan etkiler; risk tahsisinin, ödeme mekaniğinin ve teminat yapısının teklif aşamasında netleştirilmemesi, kazanan istekliyi finansal kapanışta yeniden müzakereye zorlar ve çoğu zaman zaman kaybı ile fiyat artışı olarak geri döner. Deneyimli geliştiriciler bu yüzden finansör beklentilerini RFP'ye baştan gömer.
English Definition
A formal tender document inviting qualified suppliers to submit binding bids for a project or service, setting out scope, technical specifications and evaluation criteria. In public infrastructure and energy projects the RFP is the core mechanism through which competitive pricing and transparency are achieved. From a project-finance standpoint how the RFP is drafted directly affects bankability: failing to settle risk allocation, payment mechanics and the security structure at the bid stage forces the winning bidder back into renegotiation at financial close, usually returning as lost time and a higher price. Experienced developers therefore embed financiers' expectations into the RFP from the outset.
