English Definition
The senior officer heading the in-country resident office of a multilateral development bank or international financial institution, representing the institution before the host government, regulators, and project counterparties. The role is not merely protocol: the alignment of pipeline projects with country strategy, the reading of local political economy, and the relationship capital with state counterparts largely run through this office. For developers, engaging the resident representative's office early is an often invisible but material facilitator in an approval cycle otherwise driven from headquarters credit committees.
