Sınır ötesi proje finansmanında bu ayrım teknik değil pratiktir, zira bir projenin gelir ve giderlerinin ne ölçüde dünyanın geri kalanıyla gerçekleştiği, ülkenin döviz dengesine katkısını ve dolayısıyla kamu desteği ile izin süreçlerindeki önceliğini belirler. English Definition
In national accounts and balance-of-payments frameworks, the concept that aggregates all non-resident actors outside a country's resident units into a single sector, through which every transaction between residents and abroad is recorded. In cross-border project finance the distinction is practical rather than technical, because the extent to which a project's revenues and costs occur with the rest of the world determines its contribution to the country's external balance, and therefore its priority in public support and permitting. Export-oriented projects consequently tend to receive more favourable regulatory treatment than their purely domestic peers.
