Yöntem yalnızca tedarikçi sayısının nesnel olarak kısıtlı olduğu ya da malın uzmanlaşmış nitelik taşıdığı hallerde meşrudur; kalkınma finansmanıyla fonlanan projelerde bu usulün seçilmesi, denetime tabi bir gerekçe dosyası gerektirir, zira usulün kötüye kullanımı finansör tarafından uygunsuz harcama sayılıp ödemenin geri çağrılmasına (misprocurement) yol açabilir.
English Definition
Within EU and World Bank procurement frameworks, an exceptional tendering procedure in which competition is confined to a limited number of suppliers under justified conditions and the full open-advertisement requirement is lifted. The method is legitimate only where the pool of suppliers is objectively narrow or the goods are specialized; on projects funded by development finance, choosing it demands an auditable justification file, since misuse can be declared misprocurement by the financier and trigger a clawback of the disbursement.
