English Definition
A debt security whose repayment is secured not by the issuer's general taxing power but solely by the revenues a particular facility or project generates, such as bridge tolls or utility tariffs. By ring-fencing the project from the issuer's general budget, the structure approaches the non-recourse logic of project finance. The rate covenant in its indenture is decisive, since the issuer undertakes to set tariffs high enough to cover debt service by a specified margin, a provision that protects the investor while placing on the authority the hard obligation of raising prices when revenue falls.
