English Definition
The defined base unit by which the revenue of a service is measured and billed, such as a megawatt-hour generated, a passenger-kilometre carried, or a cubic metre of water treated. The choice of unit directly shapes how revenue risk is distributed, since it determines whether income depends on demand or on capacity. In concession and infrastructure contracts the distinction is critical, because whether revenue is paid on throughput or on availability is the principal lever allocating demand risk between the public and private sides, and the predictability of debt service depends largely on that choice.
