English Definition
The withdrawal by a competent authority of a permit, licence, or concession, ending the holder's right to carry on the licensed activity. In project finance this can extinguish the legal basis of the revenue stream outright, so loan agreements bind licence maintenance in a covenant and typically tie revocation to an event of default. The step-in rights and direct agreements that lenders insist upon are designed precisely to allow the licence to be preserved or reinstated with the granting authority following such an event.
