English Definition
The exclusive right of a sovereign state to mint and issue coinage, which also underpins the seigniorage that arises from the gap between the face value of money and its cost of production. In modern monetary systems this power is exercised through the central bank and treasury and is an expression of the state's fiscal sovereignty. In cross-border project finance an indirect reflection of this prerogative is state control over local-currency issuance and the exchange regime, since capital controls and devaluation decisions are sovereign-risk items that bear directly on a project's foreign-currency debt service.
