İletim hattı, boru hattı, yol ve demiryolu gibi doğrusal altyapı projelerinin fiziksel olarak var olabilmesinin ön koşuludur. Proje finansmanında geçiş hakkı edinimi kronik bir takvim riski kalemidir; zira güzergâh üzerindeki tek bir direnen arazi sahibi (holdout) süreci kilitleyebilir, kamulaştırma (eminent domain) yoluna başvurulması ise hem hukuki gecikme hem de siyasi maliyet üretir. Kredi verenler bu nedenle güzergâhın büyük ölçüde güvence altına alınmasını finansal kapanışın ön koşulu sayar.
English Definition
An easement conferring the right to cross another's land or to install a defined line across it. It is a precondition for the very physical existence of linear infrastructure such as transmission lines, pipelines, roads, and railways. In project finance the acquisition of rights of way is a chronic schedule-risk item, since a single holdout landowner along the route can lock the process, while resort to eminent domain generates both legal delay and political cost. Lenders therefore treat substantial securing of the corridor as a condition precedent to financial close.
