Proje finansmanında kredi verenlerin ve onlar adına hareket eden bağımsız mühendisin inşa sahasına erişim ve ilerlemeyi denetleme hakkı, çekimlerin fiili iş ilerlemesiyle uyumlu serbest bırakılmasının temelini kurar. Bu hakkın sözleşmede yeterince geniş tanımlanmaması, kredi verenin maliyet aşımını ya da program sapmasını erken tespit etme kabiliyetini zayıflatır; dolayısıyla erişim sıklığı ve kapsamı, izleme (monitoring) rejiminin fiili gücünü belirleyen bir müzakere kalemidir.
English Definition
A right entitling a party to examine the books, records, or physical site that are the subject of a contract. In project finance the right of lenders, and of the independent engineer acting for them, to access the construction site and monitor progress underpins the release of drawdowns in line with actual works progress. Where this right is not defined broadly enough in the documentation, the lender's ability to detect cost overruns or schedule slippage early is weakened; the frequency and scope of access are thus a negotiated item that sets the real force of the monitoring regime.
