Bir yatırımın ya da projenin gerçekleşen sonucunun beklenenden sapma olasılığı ve bu sapmanın büyüklüğüdür; salt olumsuzluğu değil, dağılımın kendisini ifade eder. Proje finansmanının temel disiplini riski ortadan kaldırmak değil, her bir riski taşıma kapasitesi en yüksek tarafa tahsis etmektir — inşa riski EPC yüklenicisinde, talep riski off-taker'da, faiz riski hedge sağlayıcısında. Bir riskin fiyatlanabilir olması onu bertaraf etmez; yalnızca sözleşmenin hangi tarafın bilançosunda taşınacağını belirlemesini mümkün kılar.
English Definition
The probability that the realized outcome of an investment or project will diverge from expectation, together with the magnitude of that divergence; it denotes the distribution itself, not merely its adverse tail. The governing discipline of project finance is not the elimination of risk but its allocation to the party best able to bear each strand — construction risk to the EPC contractor, demand risk to the off-taker, interest-rate risk to the hedge provider. That a risk can be priced does not remove it; it merely lets the contract determine on whose balance sheet it will sit.
