English Definition
The officer responsible within an institution for setting risk limits, monitoring them and reporting breaches, positioned independently of the commercial decision-maker. In a project-finance context the risk controller watches the aggregate exposure of the portfolio rather than the return of any single transaction, flagging the moment at which concentration in one jurisdiction or dependence on a single off-taker crosses the acceptable threshold. The effectiveness of the role turns directly on the seniority of its reporting line; a controller who reports into the commercial unit cannot, for conflict of interest, serve as a genuine brake.
