English Definition
The rebuilding of a road that has reached the end of its life or has structurally failed, including its surface layers and often its underlying base — a capital-intensive intervention that goes beyond surface upkeep. In project finance reconstruction carries a brownfield risk profile because it is performed on an existing asset; the obligation to work without fully closing the road to traffic materially aggravates the schedule and the cost. The critical point of negotiation in such projects is whether the additional cost arising when ground conditions prove worse than expected rests with the sponsor or with the public authority.
